ESRI optimized symbology

I administer a library of aproximately 4000 layers representing 100 disciplines in sectors from natural resource to Judiciary, Economics and Government. We operate as a data ware house with ESRI desktops for authoring, ETL, QA, QC with SDE, ArcGIS server and JSON to store layer parameters providing access to the content publicly and secured through webmaps. We require an extremely large library/ies of ESRI optimized symbology to support our clients representations. What factors make a symbol (ESRI) Optimized and are there existing libraries already available?
