Shapefile objects not resizing when zooming

When I zoom on one of my maps the symbols and text for particular shapefile objects do not resize (no-resize.jpg). On other maps the text and symbols are constant size regardless of the map scale (resize.jpg).

The only special thing about the problem map is that I have defined the projection myself (the problem happens with all shapefiles in the map). Can this cause an issue?

Or is there a setting somewhere to keep text / symbol size constant regardless of map scale?

Do you have reference scale enabled for your data frame?

Thanks Alexey, I had a fixed reference scale. Changing it to <None> fixed it.
