      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;The data is across 3 separate layers. When we turn on the layers there is overlapping of attributes from the 3 layers. &lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
