I'm quite new to ArcGIS and need to know how to change the orientation of a specific layer keeping other layers in the frame fixed. When I tried rotation, all the other layers too get rotated. Both layers are in the same coordinate reference system. (Given in the screenshot below, I need to rotate the top layer keeping the bottom layer fixed).
