Is it possible to add legend elements from multiple map frames in ArcPro?

I have recently upgraded to ArcPro and am very frustrated in the legend functionality. I have a layout with two map frames, one is a location diagram, my org mandates that all amp elements need to be representing in the legend, even location diagram elements. But it appears that ArcPro does not allow you to create a single legend with elements from more than one map frame. Am I mistaken in this?

Hi Greg,

Currently, a single legend can only reference a single map (within map frame). If you have multiple maps on the layout you will need to add a legend item for each.
