The layout hasn't changed. It's still full size. The reports haven't changed. If I print just the report, it's full sized. But when I add the report to the layout the report is 1/4 it's size. I've looked at everything and I can't figure out what is causing this. On top of that, if I create a brand new report from scratch - it does the exact same thing. I cannot get a report to add to the layout at full-size.
