This link is very useful in order to create sustainable GIS strategy that will help you to achieve your goal and objectives. The plan depends on your user skills and knowledge;

a. Where they are now?

b. Where they want to go?

c. How they are going to get there?

d. What is your strategy?

e. How to implement your strategy?

f. Analyze the achievement and consider both factors.(Positive and Negative).
