Cached map image layer still shows old features after Manage Cache Tiles

I’m working in ArcGIS Enterprise 11.3 and published a new cached map image service from ArcGIS Pro. The dynamic map image service shows my edits correctly, but the cached map service still displays old features even after I rebuild tiles.

Environment:
– ArcGIS Enterprise 11.3
– Map image service with compact cache storage (BUNDLE files)
– Data source: enterprise geodatabase (SDE.DEFAULT)

Workflows I’ve already tried:
– Ran Manage Map Server Cache Tiles with Recreate All Tiles, all scales selected, AOI = Default (entire extent)
– Deleted tiles at all scales for the AOI and rebuilt
– Deleted the entire cache folder (arcgiscache\ServiceName), ran Create Map Server Cache, then rebuilt tiles with Manage Map Server Cache Tiles
– Verified Cache Status in Server Manager (shows 100% complete at all scales)
– Tested in different browsers/incognito to rule out client caching
– Dynamic map service shows edits correctly, only the cached service continues to show old polygons
– Even published a brand new map image service from scratch, but the cached tiles still don’t reflect the edits

Has anyone encountered an issue where the cache status reports 100% complete, but tiles still don’t update, even after starting from scratch? What else should I check in my cache schema or service settings to force the cached tiles to refresh?
