However the Python library PySAL (&lt;/SPAN&gt;&lt;A href="http://code.google.com/p/pysal/"&gt;http://code.google.com/p/pysal/&lt;/A&gt;&lt;SPAN&gt;) does have these statistics available, so could plausibly can be coded as a ArcGIS tool. Some alternatives are the spdep package in R or the GUI software(s) OpenGeoDA (&lt;/SPAN&gt;&lt;A href="http://geodacenter.asu.edu/"&gt;http://geodacenter.asu.edu/&lt;/A&gt;&lt;SPAN&gt;) and PASSaGE (&lt;/SPAN&gt;&lt;A href="http://www.passagesoftware.net/"&gt;http://www.passagesoftware.net/&lt;/A&gt;&lt;SPAN&gt;).&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
