See image below. The horizontal lines through this data appear after clipping one edge with a simple rectangle. I have tried multiple times with different snapping settings and with slightly different alterations to the angles of the clipping rectangle. I successfully clipped one previous raster using the exact same procedure that is now failing. I took the raster and clip polygon into ArcMap, and it worked properly the first time.
