Error 00601 when running copy feature but nothing is using my database!

All,

The following model works fine in ArcMAP 10.0

But when I run it in ArcMAP 10.2.2 I get the following error:

ERROR 000601: Cannot delete C:\Users\Monkey\Desktop\GIS_PROJECTS\Balanced\Atacosta_Prod_Scratch.gdb\. May be locked by another application.

Failed to execute (Copy Features).

I deleted the old database created a new one, I've closed and reopened the map but nothing seems to lift this block! This is really frustrating since there is nothing else accessing the database...at least nothing obvious.
