I have missing records in a feature class, they show up in the table as all empty/blank valued records and show in the count when selected but if I select all the count is more than the record count of the entire database. I also noticed, I can identify this missing features, that show up as all empty values in the table and I get their actual values in the identify button. How do I get them back as regular features? I got rid of the indexes and this is still happening.

This sounds like corrupt data, but remove any join or relate to eliminate that as the problem. This happens with file geodatabases. I believe this was recently discussed in GIS Stack Exchange forum, so I would search there (my system is too slow to search anywhere right now). Also try Managing Data here on GeoNet.

You may have to dump out the database to XML using Esri tools then reimport it. Having done this ugly process, I am generally going back to a backup and replacing the file--it is cleaner and easier.
