topic Arc Catalog export metadata in Geoprocessing Questions

When I export metadata in Arc Catalog, using the Export Metadata tool, it won't let me export the metadata within the geodatabase file. I have to export one of the shapefiles inside. Is this because the data type accepted for exporting metadata must be a feature class? I notice that the accepted data type is a data element. Are these the same as feature classes?
