Many Table Values to One Polygon

I have the state of texas broken down into county polygons that I need joined with many table values.

Shapefile - TX county polygons

Table - offense | gang name | county

Ideally I would like to join the many gang entries in the table to their corresponding counties. I would like to show counties with high gang activity broken down by individual gangs. When I try now, the first entry is included and then the rest are excluded from the join. I would appreciate any help y'all can offer. Thanks.

Is this a 1:M join? That is, your table has more than one record per county. Sounds like that's what you've got. I'd go with the Make Query Table tool. There's an example of using Make Query Table in this help topic -- it's the 2nd example.

Yes this issue is a many to one. I will try the query table as you suggested, and let you know how it works out. Thank you for your help. I have been trying to figure this out for a while.
