disassociate statistics from packages SDE.st_domain_operators

We associate the statistics for ST_DOMAIN_OPERATORS using the st_domain_stats following this knowledge base article How To: Disassociate the St_domain_operators from the St_domain_stats Type in Oracle.
This improves the performance and plans for rebuilding the geometric network in our environment. This periodically gets dropped and it needs to be re-associated. We have traced the dropping of the statistic down to 2 spots within ArcCatalog.

Upgrading from 10.6.1 geodatabase to 10.8.1
Opening properties of the geodatabase that connect as the sde user. Right Click Connection File -> Properties

This causes random performance issues as the association is removed at random times depending on when a user opens the properties dialog. Why is this being disassociated? Is this necessary and can it be removed from the product?
