Production and Published geodatabase

We have two application one for public for viewing data and one for internal users for views and updating geodatabase using Enterprise application or Arcmap

1. For internal users Map servcies are published from Enterprise Geodatabase (MS SQL) only.

2. Out of 100 layers may be 10 tables not layers data edited by internal users needs to be displayed simultaneous. and this is actually coming from sensors with possibly 300 records within every 1 minute.

3. Our idea is to let 10 tables be served from Enterprise Geodatabase (MS SQL) and rest server from readonly File Geodatabase to external users.

Please provide your inputs

I believe you can use replication:

But I wonder about data that needs to be available to external users(Public) at same time that is updated by internal users using enterprise application. Is this better way to just point for this particular data to production database that is in turn served to external users using ArcGIS server.

Please note data is actually coming from sensors with possibly 500 records within every 1 minute.
