Oracle: upgrade libst_shapelib.so or the geodatabase version (10,7 to 11.0) first?

Hello Fellow EGDB'ers.

Current environment:

Geodatabase 10.7.1
ArcGIS Pro 2.9.4
Oracle 18.6.0.0
ST_GEOMETRY
Windows

We move from Windows to Oracle Linux 8

The IT Department have made a copy of the database to the Linux Database Server. So this is running Geodatabase 10.7.1 on Oracle 19.16.0.0

The next step is to

load the libst_shapelib.so file (download the latest versions from ESRI, ArcGISPro_30_ST_Geometry_Oracle) to to the LINUX machine > CREATE OR REPLACE LIBRARY sde.st_shapelib AS > ALTER PACKAGE sde.st_geometry_shapelib_pkg COMPILE
upgrade the geodatabase from 10.7.1 to 11.0

Question: does it matter if we do 1) or 2) first to reach our goal environment goal Environment below?

Geodatabase 11.0
ArcGIS Pro 3.0.1
Oracle 19.16.0.0
ST_GEOMETRY
Linux x86 64-bit
