Append GP fail on Oracle geodatabase

I try to use the Append GP tool in Pro to add record from source table to target table.

The tables are identical and I get the error:

ERROR 160228: The user does not have permission to execute the operation.

If I try to write a small python program that uses insert cursor I get similar problem.

The strange thing is that the same Append works for ArcMap with the same connection.

More then that I can run DeleteRows on this table without any problem.

Even more I can add records using pro just one by one.

Any ideas??

What kind of permissions are set for the db connection? I wonder if the permission requirements have changed between ArcMap and Pro.

I am using the same connection file in Pro and ArcMap.

It saved on my local disk not as part of Database connection or the aprx dir.
