    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P style="margin: 0in 0in 8pt;"&gt;&lt;SPAN style="color: black; font-size: 8.5pt;"&gt;We have recently upgraded our system from ArcGIS 10.0 to ArcGIS 10.4 and Oracle 12.&amp;nbsp; One problem we have been struggling with is that we publish our Map&amp;nbsp;Service Definition file and all the Layers will be working.&amp;nbsp; After a while perishable data (weather data) will be purged out and if the Map Server is restarted the Layers associated will be broken even if new data is added later.&amp;nbsp; It appears that the only way to fix this problem is to restart the Map Server again with data in the database table.&lt;/SPAN&gt;&lt;/P&gt;&lt;P style="margin: 0in 0in 8pt;"&gt;&lt;SPAN style="color: black; font-size: 8.5pt;"&gt;Is there a way to prevent this behavior? &lt;/SPAN&gt;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
