the learning course Integrating Data in ArcGIS Pro has a quiz question that seems wrong but I wanted to get some feedback assuming I just don't understand the question?

The question posted is: Sally wants to import a subset of features from a shapefile into a file geodatabase. Which methods can she use to import a subset of features? (Choose two.)

Options Provided:

Export a selection of features from the Contents pane.
Copy and paste the shapefile from the Catalog pane.
Run the Feature Class To Feature Class tool.
Run the Create Feature Class tool.

Based on everything I read the answer should be: Export a selection of features from the Contents pane. AND Run the Feature Class To Feature Class tool. However, the correct answers (based on the quiz) are Export a selection of features from the Contents pane. AND Run the Create Feature Class tool.

I don't understand why it's Run the Create Feature Class tool since you can't even select a shapefile. Can someone explain? I'm studying to take the entry exam so I want to make sure I understand it.
