Network Dataset Build Error!

We need your support in resolving one of the issues related to ArcGIS function call on windows 10 pro for workstations. The subsequent paragraphs describe our problem.

We have GIS based windows application software developed using ArcGIS 9.3 engine runtime.
There is an issue in building network dataset, we have observed the following:

Network dataset is not getting created when the application software is installed on the workstation with OS type as Microsoft Windows 10 Pro for Workstations 64bit and
Network Dataset Getting created when installed on the workstation with OS type as Microsoft Windows 10 Pro 64bit.

On debugging the issue we further noticed that the function call INetworkBuild.BuildNetwork(IGeoDataset.Extent) is throwing an exception "Exception from HRESULT: 0x80040211" when running on Microsoft Windows 10 Pro for Workstations 64bit.
Is there any setting to change w.r.t. windows or is there any other function call in ArcGIS engine which does the similar job?

The feature is working fine with Windows 10 Pro 64bit but, our requirement is to make it work on the latest workstation which runs Microsoft Windows 10 Pro for Workstations 64bit.
