WAB App Deployment Issue in a local tomcat server

When we open the index.html in our local tomcat server(using IDE Eclipse), it is showing a loading screen(refer attachment loading.png) after that it is displaying a message as follows "This site can’t be reached"(refer attachment connection.PNG).

Steps we've followed:

1) downloaded the app from WAB (ARCGIS Server 10.7.1)

2) unzipped the app content

3) added the unzipped content(all folders including config.json) to webcontent folder as follows

4) registered the appID in portal for arcgis

5) as per the instructions in readme.html , we've assigned the appid in config.json

then we tried to run the index.html from our local tomcat server. But it is showing the below mentioned error

As We are new to this ArcGIS web development, we are unable to deploy the downloaded app content. Could anyone please suggest us to move forward
