Ok, I am cluing in a bit. I can publish the metadata if I change the Metadata Style in ArcCatalog to 'Item Description'. But I still don't understand why, when the style was set to 'FGDC', that the Publish Client thought the metadata were invalid when the 'offending' elements do, in fact, exist in the xml file. Ultimately, I will want to publish valid FGDC metadata to the Geoportal.

If I log in to my geoportal site as an administrator and manually add an xml metadata file that is residing within a file gdb folder, it validates perfectly and gets uploaded. But if I browse to the gdb in ArcCatalog and use the Publish Client, I get errors that the metadata are not valid. So, why isn't the Publish Client recognizing the metadata even when it shows up correctly in the Description tab and, by inspection, has all of the required elements?
