Error when Importing a Shapefile into ArcGIS for Portal

When Portal (10.2.1) Users try and add a shapefile into a Web Map. They are getting a error

Unable to import this shapefile. (Generate Features Error: Data upload to hosted server failed.) See attached Image

We have a Federated Server with SDE database for Portal. We have checked the shapefile and it fits the requirement.

In addition, if the user has the Publisher or Administrator roles then they do not get this message. It appears to not be related to the shapefile (have tried many other files) but rather the role.

This was working for Users up to about 10 days ago.

Is the data nested in a folder within the zip folder? If it is, it won't work.

Portal requires that the various files that make up a shapefile be in the root of the .zip.

Users in Portal were receiving an error when uploading shapefiles to a Web Map in Portal. This was not affecting people who are Administrator or Publishers in Portal.

We determined that the System Publisher Portal account was set to "user" and not "publisher". We set the System Publisher Portal Account to "publisher" and fixed the problem.
