Software Authorization ArcGIS Portal using AWS

I using an Amazon AMI with ArcGIS Server and Portal installed (Esri ArcGIS for Server 10.3.1 With SQL Server Express (May 2015) (ami-927a7bfa)) i properly authorize the ArcGIS for Server and it works, then I went to Portal for ArcGIS Authorization properly authorized but when I try to configure the Webadaptor for Portal it send me to https://localhost:7443/arcgis/home/unlicensed.html. with the following message : software Authorization Portal for ArcGIS does not Have a valid license. For instructions on how to authorize the software, see the help topic Authorizing Portal for ArcGIS. Once authorization is complete, Please open the Portal for ArcGIS website.

i try to authorize again the Portal for ArcGIS and everything done correctly, but when I go to set the Webadaptor receive the same error.
