'Uncaught TypeError: Cannot read property 'defaultVisibility' of undefined at Object._getVisibleLayers' Web App

ArcGIS Server and Portal version 10.4.1

I am having an issue with a certain web application using the Public Information app template. I can't turn off or on any of the layers in the Layers list.

I receive this error in the web browser console:

Chrome:

Uncaught TypeError: Cannot read property 'defaultVisibility' of undefined
at Object._getVisibleLayers

IE:

Unable to get property 'defaultVisibility' of undefined or null reference

The data is from an ArcGIS Server web service and don't have a problem with any of my other applications. Funnily enough the web map that this app uses works fine and I can turn on and off the layers.

I created a new web app from the same map but this has the same issue. Is there anything you can suggest or advice?
