    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I was wondering if there is a way to permanently uncheck the "within map area" checkbox when adding a layer to the Portal 10.3.1 web map viewer. It seems like there should be a setting where this could be changed, but have yet to see anything where I can have it default as unchecked.&amp;nbsp;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
