    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I am getting an error when I want to save the Organization settings in our Portal 10.3.1 on premises. We are able to work with the content data (maps, services) with no problem.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;When we change any of the Organization settings I get the error "Unable to save your settings at this time."&lt;/P&gt;&lt;P&gt;The log mentions "Failed to get account settings file. A JSONObject text must begin with '{' at character 0 of ". I repaired Portal installation with no luck.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I had help from ESRI support but the suggestion now is to remove and re-install PortaI. I am hoping someone already encountered this error and can give me some clues so we don't have to re-install and re-configure the Portal environment.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Thank you,&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
