    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Unfortunately, I still need to work with ArcGIS Server and Portal for ArcGIS 10.3.1 versions. And I am desperately trying to find a way to create decent web scenes.&lt;/P&gt;&lt;P&gt;ArcGIS Pro does not publish scenes to servers older than 10.4. And when I share a service from ArcMap, add the service as a map image layer to portal and add&amp;nbsp;this layer to the scene, there are&amp;nbsp;a couple of issues:&lt;/P&gt;&lt;P&gt;1. Labels&amp;nbsp;stay north oriented and do not turn as you change the point of view&lt;/P&gt;&lt;P&gt;2.&amp;nbsp;The service beomes a single layer. So users will not be able to turn the layers on and off.&lt;/P&gt;&lt;P&gt;Is there a proper way to use services that are not published from ArcGIS Pro? If not, what is the purpose of having a scene option in Portal for ArcGIS 10.3.1?&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Thanks,&lt;/P&gt;&lt;P&gt;Tuna&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
