Data view freezes when loading basemap in.

I am having a problem where every time I load a basemap in and either turn the layer off or attempt to go into layout view, the display freezes. All other features of the program are functioning but the display view freezes at the last rendered view, and remains so even if I create a new map. My computer has enough memory and doesn't seem to be stressed in any other way.

I'd appreciate any help to fix this problem.
