ArcGIS Enterprise API Key sharing between active-active ArcGIS Enterprise solution?

Hi all,

I am deploying ArcGIS Enterprise solution with very high availability requirements for an Emergency Management JS application developed by a third-party.

One of the options we are contemplating is provisioning two active-active ArcGIS Enterprise 11.4+ deployments with a Public IP based load-balancer (CloudFlare).

The third-party application only supports API Key based authentication for the ArcGIS Enterprise basemap services (Vector Tile / Raster Cache). With two active Enterprise portals, we will not be able to provision single API key for this third-party application that covers both ArcGIS Portal sites. This is because the API is generated by the Portal and not provided to the Portal.

Is there any way to share same API key with multiple ArcGIS Portal sites? We do not wish to hack a solution such as changing the key in the backend content XML/DB or WebGISDR backup from one Portal site and restore into another Portal etc with the knowledge that API key expires every year.
