They may have only been asked to upgrade existing ArcGIS components, which may not have included a tile cache datastore.&lt;/P&gt;&lt;P&gt;To verify if you have a tile cache datastore, refer to the &lt;STRONG&gt;How do I determine which data stores I have&lt;/STRONG&gt; section in&amp;nbsp;&lt;A href="https://www.esri.com/arcgis-blog/products/arcgis-enterprise/administration/arcgis-enterprise-migrating-to-the-object-store/#block3" target="_blank" rel="noopener"&gt;this blog&lt;/A&gt;.&lt;/P&gt;&lt;P&gt;Installation of a tile cache datastore is fairly straightforward with administrative access to the ArcGIS Enterprise machines; just follow the steps outlined in &lt;A href="https://enterprise.arcgis.com/en/data-store/11.3/install/windows/create-data-store.htm#GUID-F4004447-A046-4296-A8E6-7D5F3D3E28CA" target="_blank" rel="noopener"&gt;Esri documentation&lt;/A&gt;. However, the difficult part is typically in the planning and design phase. There are many questions to consider, such as:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;What are your expected use cases?&lt;/LI&gt;&lt;LI&gt;Machine specs of existing hardware&lt;/LI&gt;&lt;LI&gt;Will a new dedicated machine be required for the tile cache datastore?&lt;/LI&gt;&lt;LI&gt;Tile cache datastore is deprecated in 11.4, with the object store being the new location for hosted scene layer caches&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;Without proper planning, you may affect the reliability, performance, and purpose of your system.&lt;/P&gt;</description>

      <title>Layer cannot be added, service not found adding Scene layer in Portal</title>

      <description>&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;I've published a scene layer from Drone2Map to Portal creating a hosted scene layer.&lt;/P&gt;&lt;P&gt;However when I click on it to 'Open in Scene Viewer' I get the error message 'Layer cannot be added, Service not found'.&lt;/P&gt;&lt;P&gt;Anyone any ideas how I can get it to open?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Thanks&lt;/P&gt;</description>

      <description>&lt;P&gt;Hey &lt;a href="https://community.esri.com/t5/user/viewprofilepage/user-id/7812"&gt;@RachelS&lt;/a&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;How long ago was this added? Sometimes it may take the server a little longer to start the service. If it's been over 1-2 hours, then I would access the ArcGIS Server Manager and see if the service appears inside of the folder you added it to, if it's not there, readding may be best.&lt;/P&gt;&lt;P&gt;Cody&lt;/P&gt;</description>

      <description>&lt;P&gt;Hi&amp;nbsp;&lt;a href="https://community.esri.com/t5/user/viewprofilepage/user-id/712076"&gt;@CodyPatterson&lt;/a&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I've gone into ArcGIS Server Manager and the scene layer is not there even though it's in my showing in Portal.&lt;/P&gt;&lt;P&gt;I've added it to ArcPro and tried to publish it from there but I'm getting the error 'Your portal does not support publishing web scene layers.'&amp;nbsp;&lt;/P&gt;&lt;P&gt;I'm not sure why this is.&lt;/P&gt;&lt;P&gt;Regards&lt;/P&gt;&lt;P&gt;Rachel&lt;/P&gt;</description>

      <description>&lt;P&gt;Hi&amp;nbsp;&lt;a href="https://community.esri.com/t5/user/viewprofilepage/user-id/763855"&gt;@TimoT&lt;/a&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I'm using 11.3, I've had a look and it seems it it I don't have a tilecache datastore.&lt;/P&gt;&lt;P&gt;I've never published scene layers before, so that would explain it.&lt;/P&gt;&lt;P&gt;I'm just wondering is this something ESRI would have installed with the upgrade to 11.3 or is straightforward for me to do myself?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Thanks&lt;/P&gt;&lt;P&gt;Rachel&lt;/P&gt;</description>

      <description>&lt;P&gt;Hello! TimoT, why do we need a tile cache datastore as there is another way to host the scene layers that support versions 11.x.x&lt;/P&gt;&lt;P&gt;A user-managed datastore is enough to publish the scene layer. This data store can be a file share or cloud storage where you can place your .eslpk.
