Basemaps not loading in ArcGIS Pro 3.4.0 or Enterprise 11.1

Just started having an issue where basemaps will not load in ArcGIS Pro 3.4.0 (and other versions) when active portal is set to our own Enterprise 11.1 Portal. Also, when in Enterprise basemaps other than Bing Maps will not load and give the error shown in first screenshot. 2nd Screenshot is from Pro.

I had a similar experience when I upgraded to 11.3. I put in a ticket with ESRI and they sent me a batch file that fixed the issue. It was super quick. Maybe it'd work?

Sorry for the delay in responding. The issue seems to have fixed itself making us believe it was a Esri side issue possibly?

This sometimes could be related to a proxy not allowing arcgis online incase this was observed inside a company firewall.
