    <description>&lt;P&gt;Hey everyone,&lt;/P&gt;&lt;P&gt;Trying to run an Enterprise Upgrade from 10.9.1 to 11.3. We keep getting stuck on the post-upgrade process where Portal is failing on the "Upgrade portal content" step.&lt;/P&gt;&lt;P&gt;Checked the Portal logs and saw the failure was "&lt;SPAN&gt;&lt;SPAN class=""&gt;Upgrade failed. Failed to import data to the content directory correctly. Unable to unzip portal content&lt;/SPAN&gt;&lt;/SPAN&gt;".&lt;/P&gt;&lt;P data-unlink="true"&gt;Using this &lt;A href="https://support.esri.com/en-us/knowledge-base/error-failed-to-import-data-to-the-content-directory-co-000025136" target="_self"&gt;support article&lt;/A&gt; confirmed that the Windows service account had full control of each Portal directory. We also deleted the Thumbs.db files within the Content directory.&lt;/P&gt;&lt;P data-unlink="true"&gt;This is a single machine deployment, with everything (excluding web adaptors) on one machine, so the High Available issue does not apply.&lt;/P&gt;&lt;P data-unlink="true"&gt;If anyone has any insight or suggestions please let me know.       <description>&lt;P&gt;For anyone seeing this in the future.&lt;/P&gt;&lt;P&gt;We figured out our issue in this case was the antivirus on the server blocking something with the upgrade.&lt;/P&gt;</description>

      <description>&lt;P&gt;What antivirus are you running? Did you just pause it for the duration of the upgrade?&lt;/P&gt;</description>

      <description>&lt;P&gt;I don't recall what antivirus it was. It something handled at the VM level, not actually on the server OS itself, but yes it was just paused for the duration of the upgrade.&lt;/P&gt;</description>
