    <description>&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;I'm upgrading arcgis enterprise from 10.9.1 to 11.1 starting from Portal. When portal upgrade run successfully the service is not available in Windows Services. Hence portal url is running into error.&lt;/P&gt;&lt;P&gt;I have done the following:&lt;/P&gt;&lt;OL&gt;&lt;LI&gt;&lt;SPAN&gt;&lt;SPAN class=""&gt;configureserviceaccount.bat:&lt;BR /&gt;Failed to determine the state for service: Portal for ArcGIS.&lt;BR /&gt;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;&lt;SPAN class=""&gt;D:\ArcGIS\Portal\tools\postupgradeportal&amp;gt;postupgradeportal.bat:&lt;BR /&gt;SLF4J: Failed to load class "org.slf4j.impl.StaticLoggerBinder".&amp;nbsp;SLF4J: Defaulting to no-operation (NOP) logger implementation&lt;BR /&gt;SLF4J: See &lt;A title="http://www.slf4j.org/codes.html#staticloggerbinder" href="http://www.slf4j.org/codes.html#StaticLoggerBinder" target="_blank" rel="noreferrer noopener"&gt;http://www.slf4j.org/codes.html#StaticLoggerBinder&lt;/A&gt; for further details.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;&lt;SPAN class=""&gt;I have also applied service account permissions to ArcGIS\Portal folder and arcgisportal folder&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/LI&gt;&lt;/OL&gt;&lt;P&gt;I was wondering if anyone has encountered this issue.&lt;/P&gt;&lt;P&gt;Thanks&amp;nbsp;&lt;/P&gt;&lt;P&gt;Mehdi&lt;/P&gt;</description>

      <description>&lt;P&gt;Found the issue. Service account in ArcGIS\Portal folder was not in the security properties. It was somehow removed.&lt;BR /&gt;what we did was:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;Rolled back the Portal machine to previous version&lt;/LI&gt;&lt;LI&gt;Installed the 11.1 version again.&lt;/LI&gt;&lt;LI&gt;Re-adding the service account and granted full control.&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;That resolved the issue of upgrading the Portal to 11.1&lt;/P&gt;</description>
