Portal Custom Role - Sharing to Public

Hi,

I'm trying to create a custom role with elevated privileges with the following options:

Disabled - Share with public - Allow member to share content to the public
Enabled - Organization website - Allow member to manage the portal's website settings

It doesn't appear to work because role 2 overrides 1 despite explicitly defining that 1 should be disabled.

The role with the above settings will still allow the user to publish publicly.

Note: This is not the default Administrator role which can override all restrictions.
