Can I use the basemap images available through the ESRI ArcGIS Server for backdrops in maps for government maps? They are copyrighted by different entities like National Geographic and ESRI. I did read that if the map is involved in for-profit activity (like contract work) then it's okay. There should be no profits garnered from these reports.
