Hi,

Is this a building scene layer? If so, building scene layers are not supported until portal 10.7.

it's not building scene layer. It working fine when I publish it to AGOL. but I what it in portal

I have tried to publish directly from ArcGIS Pro . I get below error.

Error - ERROR 999999: Something unexpected caused the tool to fail. Please refer to the error help for potential solutions, or contact Esri Technical Support http://esriurl.com/support.

Hi,

To get the quickest resolution I would recommend reaching out to technical support. It appears to be an issue with the Tile Cache data store which a support analyst will be able to diagnose and resolve over phone/screenshare session.
