Try clearing the browser, and restarting Portal for ArcGIS Service (from Services.msc).

If that doesn't work check the other steps in Error: Could not access any Portal machines. Please contact your system administrator

I cleaned the browser and restarted arcgis server and portal for arcgis from services but it didn't fix it I had to uninstall the portal and reinstall it and it put me in a very difficult situation
