How to Add Data Action to the map's Popup window

If I create a Data Action to process the currently selected feature, how can I add the data action to the map's popup window (not the feature-info widget)? I want the user to be able to click on a feature in a particular layer, review the attributes for that feature then execute the data action, if they wish. Is this possible? Am I forced to use use the feature-info widget?

Any sample code would be much appreciated.

@MarkJTurnbull Did you ever figure this out? I can add a data action to widgets separately, but not to the map popup without it being tied to another widget. In which case it will open that widget.
