topic Zooming in laggy in Developers Questions

Dear friends,

Recently, I had to reinstall arcgis 10.3 from scratch, to my new SSD. The thing is that since then, I have been facing the following issue: while on arcmap and more specifically on data view, and having loaded a single .shp (regardless if it is raster, polygon, point, or polyline), zooming in or out is slower "laggier" than before, as if I am trying to do it via a remote desktop tool. I do not have any basemaps preloaded- I open a new .mxd file from scratch, just drop an .shp at the TOC..

Any help would be very much appreciated. Thanks in advance!
