Is it possible to achieve turn-by-turn direction on existing feature layer? (platform: mobile)

We are working on an opportunity to display bike maps on a mobile app leveraging ESRI / ArcGIS

The client has the feature layer and wants the mobile app to have the ability to have turn-by-turn directions

(voice and text) in English and Spanish

The reason I ask is that this forum (old) post says it’s a challenge

Can the "turn-by-turn directions" leverage off of custom data in the feature layer

(Example: Low traffic stress level, etc)

The client says they will provide the route selection methodology for the vendor to use in

developing the navigation engine backend. Want to understand how ESRI can help with this?
