    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hello,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I have created a space time cube and been running the emerging hot spot tool and would like a little bit of insight on the results. My question is why I am getting results in empty bins. When I look at the count in my bin, it says zero but is still showing up as a hot spot. I did not put any parameters for&amp;nbsp;filling empty bins in the space time cube input so I am not sure why it is happening. My points are locations of incidents so I do not want to report that an area is an intensifying hot spot when there are no incidents in the area.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Thanks&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
