Starting Web Code

Where can I get a sample site and a good coder to build this? Or at least the sample code with:

1) A typical street base layer

2) An interface widget to turn off and on 30 different layers

3) 2D measuring tool

I already have ArcServer with the required published layers.

Hillary,

Based on your description, you could use Web AppBuilder for ArcGIS to accomplish your requirements you listed. It has the widgets for layers and measure tools.
