    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;Just to be consitent with other ESRI web mapping API's, please add k&lt;SPAN style="color: rgb(0, 0, 0); font-family: arial,sans-serif; font-size: 13px;"&gt;inetic scrolling (aka inertia scrolling) feature. &amp;nbsp;On mobile devices, and, even on Windows 8, when you pan around on the map, the expected behaviour is for the map the continue to slide&amp;nbsp;&lt;/SPAN&gt;proportionally to the speed you dragged/panned the map. &amp;nbsp; &amp;nbsp;Perhaps the best implementation of this feature would be to ensure it is optional, perhaps in the map construct?&lt;BR /&gt;&amp;nbsp;
