Allow API to set distance from the given location within which a matching address should be searched.

We are currently implementing a large public safety CAD project. Due to depreciation of this feature by ESRI, we have no ability to regulate the distance buffer from where a user clicks to which what locator return is presented and used. When using a composite locator, the top level locator has creates a giant buffer which makes abutting locations resolve to the higher priority locator. For example, a highway with a mile marker locator creates a 500 meter buffer around the highway so that better matching address points/polygons are ignored and the highway mile marker is returned.
