Did you re-install the SQL native client (Microsoft ODBC Driver 17 for SQL Server) after you re-installed ArcMap 10.8.2? https://desktop.arcgis.com/en/system-requirements/latest/database-requirements-sqlserver.htm

Also make sure to close and re-open ArcMap after you install the ODBC driver before connecting.

It looks like you are using SQL Server 2017, based on the screenshot above.

I have installed ArcGIS Desktop 10.8.2 on Win 11 but later re-installed. After re-install, I cannot connect to the geodatabase in SQL Server. The error "Failure to access the DBMS server" is shown.

But I can connect to the geodatabase by SQL management studio.

I have installed SQL Server native client, SQL Server ODBC server 17 & 18 but the error is still shown.

Are there any ways to resolve the problem?
