topic Updating symbology based on information received from external source in Data Management Questions

Is it possible to create a layer so as information that is retreived from an external file would change the symbology to reflect the criteria? For example, I have a point base on gps coordinates and while the point is at its location for a time period is is one color, and then when a time period has elapsed, then it would change to another color. I am thinking along the lines of a true/false enabled symbology. Another example would be when looking at the map, I receive an order for a particular area, I see a service truck has been in the area. When the information for the truck is read from the table, if it has been within a determined amount of time (30 min for ex.), the truck symbol would be green, but if it has been over that amount of time, it would change to red.
Has anyone attempted something like this and if possible please offer any direction as to help with this research (extensions, forums, websites, etc.). TIA for your assistance.
