topic Address Locator OpenStreetMap in Data Management Questions

Hello!
I would like to build up a geocoding service with reference data from the OpenStreetMap project. The predefined Address Locators in Arcgis 10 don't really fit to this kind of data.
The data model of OpenStreetMap has linestring which are next to the street and have an attribute for the type of interpolation (e.g odd for 1,3,5,7 or even for 2,4,6)

Does a address locator for that purpose exist already? Or how can I implement a custom one, which takes care about the type of interpolation?

It is for a presentation at the Technical University of Berlin/Germany. I'm supposed to present the Geocoding functionalities of ArcGis10 and wanted to use other reference data than the Atlanta.gdb

Thanks a lot!
Steffen
