      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Tim:&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;The detailed street layers (Streets and Routing_Streets) included with StreetMap Premium are protected, so you&amp;nbsp; would not be able to use these layers to create a street based locator. You could create locators from the other datasets included with StreetMap Premium such as zip codes, cities, points of interest...&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;If you are working with the classic locators and use ArcGIS Pro with the StreetMap Premium licence, you can use the &lt;A href="https://pro.arcgis.com/en/pro-app/tool-reference/data-management/create-mobile-map-package.htm"&gt;Create Mobile Map Package tool &lt;/A&gt;to create a mobile map package and clip the locator to a specific extent. You would not be able to use the tool to clip one of the NewLocators included with StreetMap Premium.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;-Shana&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
